When is Dynamic Range important and when is it overrated?

Some modern cameras claim they can capture beyond what the human eye sees. Is this true?

The human eye (&brain) can perceive up to 15 stops of dynamic range, whereas some movie scenes only have 4 or 5 stops of dynamic range. When does dynamic range really matter?
